Here are the latest updates in trade, straight from the ITC Federal Register, from June 29, 2020 to July 3, 2020.
Summary from the ITC: “The Commission has extended the deadline for filing written comments relating to volume 2 of its report from June 5, 2020, to July 31, 2020, and in accordance with a request on behalf of the U.S. Trade Representative (USTR), the Commission will submit volume 2 of its report by January 31, 2021 (delivered Monday, February 1, 2021) instead of by October 31, 2020.”
Lightweight Thermal Paper From China; Determination
Determination from the ITC: “On the basis of the record developed in the subject five-year reviews, the United States International Trade Commission (“Commission”) determines, pursuant to the Tariff Act of 1930 (“the Act”), that revocation of the countervailing duty and antidumping duty orders on lightweight thermal paper from China would be likely to lead to continuation or recurrence of material injury to an industry in the United States within a reasonably foreseeable time.”
Certain Rolled-Edge Rigid Plastic Food Trays; Institution of Investigation
Summary from the ITC: “Correction is made to notice 85 FR 37689, which was published on June 23, 2020; the notice published in the Federal Register incorrectly states: “The Office of Unfair Import Investigations will not participate as a party in this investigation.” As indicated in paragraph 3(c), the Office of Unfair Import Investigations has been named a party to the investigation.”
Hand Trucks and Certain Parts Thereof From China; Institution of a Five-Year Review
Summary from the ITC: “The Commission hereby gives notice that it has instituted a review pursuant to the Tariff Act of 1930 (“the Act”), as amended, to determine whether revocation of the antidumping duty order on hand trucks and certain parts thereof from China would be likely to lead to continuation or recurrence of material injury. Pursuant to the Act, interested parties are requested to respond to this notice by submitting the information specified below to the Commission.”
Summary from the ITC: “The Commission hereby gives notice of the institution of investigations and commencement of preliminary phase antidumping and countervailing duty investigation Nos. 701-TA-649 and 731-TA-1523 (Preliminary) pursuant to the Tariff Act of 1930 (“the Act”) to determine whether there is a reasonable indication that an industry in the United States is materially injured or threatened with material injury, or the establishment of an industry in the United States is materially retarded, by reason of imports of twist ties from China, provided for in subheadings 8309.90.00, 5609.00.30, 3906.90.20, 3920.51.50, 3923.90.00, 3926.90.99, 4811.59.60, 4821.10.40, 4821.90.20, and 4823.90.86 of the Harmonized Tariff Schedule of the United States, that are alleged to be sold in the United States at less than fair value and alleged to be subsidized by the Government of China. Unless the Department of Commerce (“Commerce”) extends the time for initiation, the Commission must reach a preliminary determination in antidumping and countervailing duty investigations in 45 days, or in this case by August 10, 2020. The Commission's views must be transmitted to Commerce within five business days thereafter, or by August 17, 2020.”
Determination from the ITC: “On the basis of the record developed in the subject investigation, the United States International Trade Commission (“Commission”) determines, pursuant to the Tariff Act of 1930 (“the Act”), that an industry in the United States is not materially injured or threatened with material injury by reason of imports of glass containers from China, provided for in subheading 7010.90.50 of the Harmonized Tariff Schedule of the United States, that have been found by the U.S. Department of Commerce (“Commerce”) to be subsidized by the government of China.”
