Cambodia si a member of the ASEAN and of the WTO. The country is very favorable to trade. Since 2004, an action plan to promote trade and investment has been established with the help of multilateral agencies (UNDP, WTO, World Bank and the European Union). The country has recently embarked on a program of regulatory reform to attract foreign investors. It should be also noted that Cambodia has committed to remove all tariff barriers on imports of goods from the ASEAN members.
Product certification, labelling and packaging
Labelling
Camcontrol, a unit of the Ministry of Commerce is responsible for setting standards. The Ministry of Commerce requires foodstuffs to have a label including the following information:
- name of goods
- producer's name and address
- source
- quantity/weight/volume
- batch number and production date
- expiration date
- ingredients
- directions for use (if necessary)
- license of authorising institution (if required for local products).
Packaging
Goods should be carefully packaged to protect against adverse weather conditions, particularly heat and humidity, as there is no cold storage.
Methods of quoting and payment
Quotes are usually on a Cost, Insurance and Freight (CIF) basis in US dollars. Initial transactions should be by confirmed, irrevocable letter of credit.

Very small quantities of trade samples can be brought into Cambodia tax-free. A letter to the Director of the Customs Department seeking an import tax exemption and with supporting reasons should be sent prior to importation. Larger quantities of trade samples are subject to payment of import tax.
