General Standards
The Ukrainian regulation system counts about 27,000 local technical standards. It should be mentioned that only 6,000 of these standards comply with EU regulations. Ukraine is working to match its standards with the EU guidelines. Thus, in 2015 the country's government has removed 15.000 old technical regulations.
Standards organizations
The Department for Technical Regulations of the Ministry of Economic Development and Trade of Ukraine is the body which coordinates standards.
The Ukrainian Scientific, Research and Training Center for Certification, Standards, and Quality (USRTCCSQ) is the body responsible for developing standards. USRTCCSQ serves as a national standardization body.
The State Inspection on Consumer Protection is in charge of the enforcement of the quality of products and their compliance to the national standards.
Conformity assessment
Standardization in Ukraine is not a voluntary procedure, but rather a part of the government's regulatory system. Standards are compulsory for almost all goods and many services. Over 300 types of goods and services require mandatory certification.
Mandatory certification is often required without regard to the products' actual level of risk to the public, or to other types of regulation already applicable. Mandatory certification applies to locally produced goods, as well as to imported goods, usually irrespective of whether they already have proof of conformity with applicable international technical regulations. The mandatory certification applies to produced goods and not to the production process, this is why manufacturers have to complete certification procedures repeatedly or to submit proof of conformity assessment for each batch of products.
Ukraine belongs to international standardization bodies, such as the International Organization for Standardization (ISO). However it usually does not recognize foreign product certificates, even if they are issued in line with international standards.

The Declaration of Conformity can be obtained for a fee from a Ukrainian official certification center.

Product Certification
In Ukraine, certification represents a fee-based service. Certification is done by about 100 accredited certification agencies. Importers have the possibility to choose one of the accredited certification agencies and order a product certification. They can also chose the type of technical standard certificates they would like to apply for:
- A certificate for a single shipment
- A certificate for up to 1 year, valid for all imported goods during the year with one or two additional tests;
- A certificate for up to 2 years, for which inspection of production facilities is mandatory.
The following documents (issued outside Ukraine) confirming a product's conformity to specific requirements need to be submitted to a Ukrainian certification agency:
- An application stating that the company wishes to certify imported products
- A certificate of conformity
- User manuals
- Standards (technical conditions) of production and the procedures for certification
- A certificate of accreditation from the testing laboratory
- A protocol/summary of test results
- A certificate of quality control
- A certificate of origin (manufacturing)

Accreditation
The National Accreditation Body was established in 2011 to ensure the use of standards and procedures consistent with the European Cooperation for Accreditation policy. The primary functions of the National Accreditation Agency of Ukraine are accreditation of conformity assessment bodies and control of the accordance of accredited bodies to the accreditation requirements.
The country’s National Accreditation Agency is affiliated member of the International Laboratory Accreditation Cooperation (ILAC). Becoming an ILAC member, Ukraine has increased the acceptance of test results of laboratories accredited with ILAC member bodies.
