General Standards
In Malaysia, standards are widely used in all activity sectors. The national standardization system uses a consensus process to develop new standards, it allows manufacturers, traders, consumers and the government to participate in the development process. Malaysia follows the WTO's Standard Code on Technical Barriers to Trade.
SIRIM Berhad (formerly the Scientific and Industrial Research Institute of Malaysia) is a government-owned national organisation for standards and quality, and a promoter of technological excellence in the Malaysian industry.
The main functions of SIRIM Berhad are the following:
- promote and undertake scientific industrial research
- boost industrial efficiency and development
- develop Malaysian standards and promote standardization and quality assurance
- enhance public and industrial welfare, health and safety
The Department of Standards Malaysia, also known as Standards Malaysia, represents the National Standards Body and the National Accreditation Body. Standards Malaysia is responsible for providing standardization and accreditation services.
Conformity Assessment
Malaysia has a few important national testing agencies operating under SIRIM and defining the structure and objectives of national standardization. Some of the accredited certification bodies are SIRIM QAS International Sdn Bhd, Intertek Certification International Sdn. Bhd and CI International Certification Sdn. Bhd.

Product Certification
Malaysia is part of the Asia Pacific Economic Cooperation (APEC) Mutual Recognition Arrangement (MRA). The purpose of the APEC MRA is to facilitate trade, promote market access, reduce/minimize non-tariff trade barriers, and arrive at a Mutual Recognition Arrangement of conformity assessment processes.
Accreditation
The Department of Standards Malaysia (DSM) is the main national accreditation body of the country. DSM provides accreditation services to certification bodies, inspection bodies, testing and calibration laboratories. DSM is responsible for processing applications for accreditation and their submission to the Director General.
