General Standards
Luxembourg is a founding member of the European Union and as a result complies with all EU standards and technical regulations.
Standards organizations
The Institut Luxembourgeois de la Normalisation, de l'Accréditation, de la Sécurité et qualité des produits et services (ILNAS) is a public service under the authority of the Minister of Economy.
ILNAS combines under a single entity several administrative and technical activities such as standardization, accreditation, audits of laboratory good practices, market surveillance of electric and telecommunication equipment, toy safety and general product safety, digital confidence, quality promotion, legal metrology and the designation of notified organizations. In the past, these activities used to come under the authority of several public bodies.
ILNAS main functions are the following:
- organize, coordinate and develop the wording, dissemination and implementation of normative documents at the national level
- ensure the participation of the various economic sectors in the development of European and International standards
- implement European standards at the national level
- set up a standards watch
- promote the use of standards.
ILNAS represents Luxembourg's interests in the European standardization organizations (CEN, CENELEC and ETSI) and the international standardization organizations (ISO and the IEC).
Conformity Assessment
Conformity Assessment is an obligatory point for the manufacturer in the process of conforming to EU legislation. The purpose of conformity assessment is to ensure consistency of compliance during all stages, from design to production, to facilitate acceptance of the final product. EU product legislation gives manufacturers several options regarding conformity assessment, these vary from self-certification, type examination and production quality control system, to full quality assurance system.
Product Certification
To sell products in the EU market exporters must apply for a CE marking. CE marking product legislation offers manufacturers a number of choices and requires decisions to determine which safety/health concerns need to be addressed, which conformity assessment module is best suited to the manufacturing process, and whether or not to use EU-wide harmonized standards.
Accreditation
L'Office Luxembourgeois d'Accréditation et de Surveillance (OLAS) is the unique national body in Luxembourg responsible for accreditation.
