General Standards
The Lithuanian Standards Board (LST), under the Ministry of Environment, is the only legally authorized National Standards Body of the country. LST is competent for all standardization fields, including electrical engineering and telecommunications.
LST main functions are the following:
- developing and improving national standardization
- setting up technical committees to develop draft standards and coordinates their activity
- establishing procedures for the adoption of international and European standards
- providing information on Lithuanian standards, technical regulations and conformity assessment procedures to Lithuanian institutions and economic operators.
The Lithuanian Standards Board is a full member of ISO, CEN, CENELEC and ETSI, and an associate member of the IEC.
Conformity Assessment
Conformity Assessment is an obligatory point for the manufacturer in the process of conforming to EU legislation. The purpose of conformity assessment is to ensure consistency of compliance during all stages, from design to production, to facilitate acceptance of the final product. EU product legislation gives manufacturers several options regarding conformity assessment, these vary from self-certification, type examination and production quality control system, to full quality assurance system.
Packaging and labeling
Products and packaging should meet EU standards. Labelling should be in Lithuanian.
Accreditation
The National Accreditation Bureau (LA) is responsible for accreditation of testing, calibration laboratories, certification bodies for products, personnel, quality and environmental management systems, inspection bodies and EMAS.
LA also assesses certification and inspection bodies and testing laboratories proposed by authorized institutions for notification to perform conformity assessment procedures according to the New Approach Directives.
Accreditation activity in Lithuania is based on:
1) ISO/IEC 17000 series standards adopted as Lithuanian national standards;
2) ISO/IEC Guides;
3) EA (European co-operation for Accreditation) application documents;
4) ILAC (International Laboratory Accreditation Cooperation) documents;
5) IAF (International Accreditation Forum);
6) Lithuanian guidance documents on accreditation.
7) FALB (Forum of Accreditation and Licensing Bodies) documents.
