General Standards
Standards and technical regulations in Bangladesh are established and controlled by the Bangladesh Standards and Testing Institution (BSTI). The BSTI follows international standards, such as those established by the International Standards Organization. Certifications from standards institutions of other countries are also recognized and accepted.
Bangladesh Standards and Testing Institution operates the certification marks scheme, under which the manufacturers /importers are licensed to use the standard mark on goods produced / imported by them in conformity to the relevant Bangladesh Standard. The scheme covers Industrial products and agricultural produce and excludes drugs and pharmaceuticals (covered under drug Administration).
Pharmaceuticals standards are controlled by the Department of Drugs Administration under the Ministry of Health and Family Welfare. The Bangladesh Atomic Energy Commission tests imported food items to ensure that the prescribed standard for radioactivity is maintained.
Product certification
Certification marks are voluntary for most of the products covered by existing Bangladesh Standards. However, when its question to ensure human health and safety, mandatory certification marks come into operation. There exist 154 items under the Mandatory certification marks scheme.
The Certification Marks scheme comprises the following technical features:
- Initial type testing of products drawn at random from production line, in BSTI Laboratory or any other laboratory approved by BSTI, for conformity to requirements of relevant Bangladesh standard.
- Quality audit of samples of certified products, drawn from licensee's factory though testing in BSTI laboratory or any other laboratory approved by BSTI periodically.
- Quality audit of samples of certified products, drawn from the open market, through testing in BSTI laboratory or any other laboratory approved by BSTI.
Accreditation
The BSTI product certification system represents a third party product certification scheme based on ISO Type 5. The scheme is aimed at determining product conformity with Bangladesh standards through product sampling, initial testing and assessment of the factory quality management system. The product quality is continuously monitored through surveillance of the factory’s quality management system and testing of samples from the factory and open market.
