General Standards
Azerbaijan is negotiating its accession to the WTO and as a result all the activities in the field of standardization are directed towards the elimination of technical barriers to trade. The national standardization system tends to adapt to the international requirements, ensuring harmonization of the national standards with the international standards. Four international standards (in the banking sector) have been already applied in Azerbaijan, and there are companies which obtained international certificates on the application of ISO 9000.
Standards organizations
The Azerbaijan State Agency for Standardization, Metrology and Patents (AZSTAND), under the Cabinet of Ministers of Azerbaijan, is the national organization for standardization. AZSTAND is the central executive body responsible for implementing the state policy in the sphere of technical regulation, standardization, metrology, conformity assessment, accreditation, quality management and protection of industrial property objects.
It should be mentioned that AZSTAND also acts as the main conformity assessment body, it deals with product certification matters and represents the national accreditation body of the country.
AZSTAND's main functions are the following:
- publication of national standards and international standards
- management and improvement of state fund of normative acts on technical regulation and standardization;
- protection of the consumer market from low-quality, dangerous and counterfeited products;
- cooperation with international organizations.
AZSTAND represents the country on an international level by being a member of the following organizations:
- International Organization for Standardization (ISO)
- European Committee for Standardization (CEN)
- Interregional Standardization Association (BASB-İRSA)
- Euro-Asian Organization for Standardization (EASC MQS)
- Codex Alimentarius
Other standardization bodies include:
- State Committee for Construction and Architecture of the Republic of Azerbaijan – responsible for standardization in the field of construction;
- Technical Committees (TC) – which deals with organization, development, coordination and preparation for approval of the state standards, other normative documents on standardization, as well as carry out works on international (regional) standardization.
- Other state administration bodies carry out standardization activities within their authority;
Labeling requirements
Labels should contain the following information:
- name and brand of the product
- name and address of producing company
- country of origin
- net weight (grams or kilos)
- usage instructions
- name and type of packing material
- storage instructions
- licensing and certification information
- special warnings (if applicable)
